Group ‘D’ Employees Service (Sixth Amendment) Rules, 2011

In pursuance of the provisions of clause (3) of Article 348 of the Constitution, the Governor is pleased to order the publication of the following English translation of notification No. 20-7-86T.C./Ka-2-2011, Dated June 23, 2011.

In exercise of the powers conferred by the proviso to Article 309 of the Constitution, the Governor is pleased to make the following rules with a view to amending the Group ‘D’ Employees Service Rules, 1985—

The Group ‘D’ Employees Service (Sixth Amendment) Rules, 2011

1. Short title and commencement.—(1) These rules may be called the Group ‘D’ Employees Service (Sixth Amendment) Rules, 2011.

(2) They shall come into force at once.

2. Amendment of Rule 10.—In the Group ‘D’ Employees Service Rules, 1985, hereinafter referred to as the said rules, in rule 10, for existing sub-rule (7) set out in Column-1 below, the sub-rule as set out in Column-2 shall be substituted, namely—

(7) A candidate for recruitment to each category of Group ‘D’ post must know cycling

Provided that this condition shall not be applicable to female candidates.

3. Amendment of Rule 16.—In the said rules, in rule 16, for existing sub-rule (2) set out in Column-1 below, the sub-rule as set out in Column-2 shall be substituted, namely—

(2) Direct recruitment to the posts reserved for persons belonging to the category of Physically Handicapped shall be made by a Selection Committee comprising—

(ii) An officer belonging to the Scheduled Castes or Scheduled Tribes nominated by the Chairman, if the Chairman does not belong to Scheduled Castes or Scheduled Tribes. If the Chairman belongs to the Scheduled Castes or Scheduled Tribes, an officer other than belonging to the Scheduled Castes or Scheduled Tribes or Other Backward Classes shall be nominated by the Chairman.

(ii) An officer belonging to the Scheduled Castes or Scheduled Tribes nominated by the Chairman, if the Chairman does not belong to Scheduled Castes or Scheduled Tribes. If the Chairman belongs to the Scheduled Castes or Scheduled Tribes, an officer other than belonging to the Scheduled Castes or Scheduled Tribes or Other Backward Classes shall be nominated by the Chairman.

(iii) An officer belonging to the Other Backward Classes shall be nominated by the Chairman, if the Chairman does not belong to the Other Backward Classes. If the Chairman belongs to the Other Backward Classes, an officer other than belonging to the other Backward Classes or Scheduled Castes or Scheduled Tribes shall be nominated by the Chairman.

(iii) An officer belonging to the Other Backward Classes shall be nominated by the Chairman, if the Chairman does not belong to the Other Backward Classes. If the Chairman belongs to the Other Backward Classes, an officer other than belonging to the other Backward Classes or Scheduled Castes or Scheduled Tribes shall be nominated by the Chairman.

(iv) An expert of the related disability shall be nominated by the Principal Secretary or Secretary, as the case may be, to the Government in the Handicapped Welfare Department.                         …………Member

(v) One specialist doctor of the related disability shall be nominated by the Principal Secretary or Secretary, as the case may be, to the Government in the Handicapped Welfare Department.

Note—The Head of the Department may, on his behalf, nominate an officer senior to other members as Chairman of the Selection Committee and he may constitute more than one Selection Committee for holding the interview.
